Provides system wide leadership and support for MedStar Health services. Responsible for the efficient and purposeful integration of contracts and services with all MedStar Health facilities. Included are assessments for the efficient and productive use of personnel, material and financial resources for all system owned, managed and affiliated facilities. Establishes policy and direction for service line teams and is accountable for results. Promotes and communicates direct expense reduction, cost effectiveness, and the responsible use of resources through the deployment of best practice for Supply Chain Operations methods and strategies. Accountable for driving consistency throughout the MedStar Health network and participates in the strategic planning and the attainment of goals for area of responsibility. Capitalizes on MedStar Health financial resource opportunities in supply chain management as well as people, customer service, and quality/safety goals. Administers the managerial functions of setting objectives, planning, staffing, and directing activities of assigned areas of responsibility. Develops, interprets, coordinates, and administers policies.

- Develops and contributes to the achievement of established department goals and objectives and adheres to department policies, procedures, quality standards and safety standards.
- Administrative responsibility for Supply Chain Strategic Sourcing, including but not limited to: Heart and Vascular, Orthopedics, Spine and Trauma, Surgical Services, Patient Care (“Service Lines”), Capital and Purchased Services, Value Analysis and Service Line analytics. Provides leadership and direction by establishing and maintaining policy and procedures, goals and objectives and other supply chain management initiatives throughout the MedStar Distributed Care Delivery Network.
- Administrative responsibility for all Supply Chain Strategic Sourcing responsibilities, including the strategic sourcing roadmap, management of expired agreements, interaction with MedStar’s group purchasing organization and Supply Chain’s leadership role in MedStar’s Value Analysis and Physician Practice Councils.
- Develops and leads MedStar’s overall strategic sourcing roadmap, including leadership with MedStar’s GPO for the purpose of the ongoing price index workbook management, leadership around a 12-month rolling contract expiration roadmap, a robust enterprise standardization roadmap in conjunction with Value Analysis and the Physician Practice Councils.
- Develops and executes comprehensive business plans targeted to support customer service, physician relationships, and system cohesiveness. Responsible for education, collaboration and execution of contracts and support services programs in accordance with Supply Chain policies and procedures. Plans, implements, and monitors programs which focus on optimal, cost-effective use of supplies and services throughout the system. Responsible and accountable for information delivery strategy and execution of effective metrics and tools to identify and track critical Supply Chain performance measures that support business decisions, create best practice standards, and drives best practice adoption across the enterprise. Develops short and long term plans relative to MedStar Health Supply Chain initiatives ensuring complete integration and implementation of corporate supply and purchased services contracts, and operational systems
- Directs communications relative with Service Line activities to MedStar Health facilities. Directs overall relationships with vendor community. Accountable for the active practice of service excellence standards in service line team to anticipate and meet customer needs. Supports a strategy focus which listens to and learns from the customer and marketplace.
- Improves operating efficiency and reduces operating costs for MedStar Health network by developing and implementing consistent contracts, purchasing processes, procedures, and programs. Develop and execute complex contracts with key suppliers applying consistent contractual terms and conditions across the supply network. Directs Service Line Team to identify and recommend potential opportunities for cost containment, while anticipating market trends. Integrates, aligns, and adjust service line team plan to support all divisions and corporate priorities.
- Participates in and provides input to Supply Chain strategic planning in concert with peers, leadership and input from subordinates. Participates in multidisciplinary quality and service improvement teams as appropriate. Participates in meetings, serves on committees and represents the department and hospital/facility in community outreach efforts as appropriate.
- Promotes and supports the participation of staff in applying the principle/model of continuous improvement to improve existing processes and enhance the effective utilization of resources. Encourages the development of improved processes and expanded use of metrics via information technology. Oversees effective supplier management for contract and services implementation.
- Provides advice and counsel to service line leadership for Supply Chain related programs. Supports new facility design and program development. Provides Supply Chain policy input and recommendations. Assures coordination of system-wide Supply Chain initiatives. Accountable for development of service line team policy and ensuing procedures and communications. Accountable for fair and consistent interpretation and application of policies. Practices and deploys evidence-based decision making. Leads by example to set strategy and focus to hardwire objective accountability. Fosters a success-oriented, accountable environment. Sets goals to align with MedStar’s Mission, Vision and Values.
- Responsible for strategic leadership relationships with Hospital Administration, key physicians, Finance, Information Systems, and other Supply Chain Leadership. Develops Supply Chain strategic sourcing, Value Analysis and Supply Chain Service Analyst team goals, objectives, policies, and procedures. Ensures compliance with MedStar policies and procedures and governmental and accreditation regulations.
- Directs the preparation and maintenance of reports. Prepares periodic reports for senior leadership at both the facility and system level as required. Ensures the efficient, economic, and quality performance of assigned areas of responsibility to support and promote quality health care services.
- Establishes and maintains the proper and appropriate professional and ethical relationships with all vendors and their associated representative. Maintains a customer-oriented division.
- Maintains professional knowledge of Healthcare Supply Chain industry trends through association with healthcare Supply Chain organizations and industry publications.
- Participates in meetings and on committees and represents the department and hospital in community outreach efforts as required. Serves as the primary contact for system level supply chain issues in the absence of the VP of System Supply Chain.
- Participates in multidisciplinary quality and service improvement teams.
- Performs other duties as assigned.
- Prepares and/or reviews monthly reports of Key Performance Indicators (KPI) for Supply Chain to ensure operational efficiencies and financial accountability. Prepares, monitors, and meets annual budget expectations.
- Provides and maintains effective communications with facility leadership, medical staff, the community, and all levels of supervision and staff. Reviews and monitors all supplies and equipment used within organization with an emphasis on contract compliance, on-contract purchases, standardization and cost containment. Assuring adequate and cost-effective supplies and equipment are available to end-user.
- Selects, trains and orients Supply Chain Strategic Sourcing leadership and related subordinates. Develops standards of performance, evaluates performance, and conducts performance management planning. Initiates or makes recommendations for personnel actions. Maintains ongoing communication with subordinates to review programs, provide feedback, discuss new developments, and exchange information.
