Job Summary
Technology Services (TS) delivers a rolling Portfolio of technology projects / technology-based changes that are commissioned internally from within TS, or externally from the business.
TS deliveries typically cover work on behalf of the wider organisation (e.g. technology refresh, enterprise systems roll-outs, major infrastructure changes, etc.), whereas business deliveries typically cover solutioning, systems development & implementation for bids, development of new functionality for existing systems, packages of enhancements for existing systems, or IT installation / decommissioning for sites.
The purpose of this role is to effectively plan, organise and deliver technical projects allocated from this portfolio. This may be as a technical project in its own right, an aggregated collection of small changes, or as a technical workstream within a wider business project (reporting as a technology workstream lead into a business Project Manager).
Essential Job Duties
Delivery Management
Develop and maintain effective delivery plans, including comprehensive definition of activities, deliverables, schedules, resources, responsibilities, costs and governance.
Ensure effective management and control of delivery, ensuring that it is in line with agreed schedules, budgets, resourcing, and scope/outcomes, and ensuring that non-technical but complementary activities are in place (e.g. business change).
Management of risks & issues, proactively identifying / managing decisions that need to be addressed to facilitate delivery and facilitating the removal of delivery blockers / managing escalations as appropriate.
Proactively tracking project & portfolio health through collation and analysis of status reporting, assurance checks and engagement in project governance, then initiating action as required.
Assurance of work from delivery contributors to ensure consistent application of delivery standards and processes.
Setup and facilitation of governance for projects or programmes of work, ensuring Sponsor and key stakeholders are in place and proactively participating in governance.
Stakeholder Management
Maintaining transparency of delivery through active review and communication of project delivery to key stakeholders particularly the ESD leadership team including use of status reports and project information.
Ensuring effective communications to project stakeholders and staff to facilitate high levels of engagement and support effective implementation.
Managing engagement and relationships between all delivery contributors to ensure effective project delivery.
Leadership & Management
Ensure effective collaboration between all delivery contributors (internal Maximus resources, contract resources, and any external resources, e.g. technology suppliers/partners).
Provide active leadership and management for direct delivery team members, and wider portfolio delivery team, ensuring and supporting achievement of consistent application of delivery standards and processes. This applies to Maximus resources, contract resources, and technology suppliers/partners.
Education and Experience Requirements
Qualifications and/or Experience
Essential
Degree level or equivalent in Information Technology, Computer Science, Business Administration or related field of study OR an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job, ie has level of technical competence to effectively manage the required solution delivery
Substantial experience of delivering or managing technology and business change in complex environments and recent experience in a technology programme / project management role, working with senior level stakeholders in a Professional Services organisation.
Demonstrable experience of directly managing delivery through technology suppliers / 3rd parties.
Substantial experience of managing stakeholders at all levels across technology and business areas.
Trained in, and demonstrable experience of using formal project delivery methodology, e.g., PRINCE2, Managing Successful Programmes, P3O, PMI or equivalent.
Knowledge and experience of delivering technology change through different development processes & methodologies (e.g. Agile, Waterfall, etc.).
Desirable
Formal qualification at PRINCE2 Project Management Practitioner level or equivalent*
Knowledge of portfolio, resourcing, or project management tools, e.g. SmartSheet, MS Project, Jira, etc.
