Job Summary
Provides comprehensive commercial support for various design and construction projects, monitor on-schedule completion of projects, monitors risks/issues and help develop options to resolve.
The Senior Quantity Surveyor (SQS) reviews submissions of cost estimates, invoices, changes and claims. When necessary, checks independently cost estimates and Bill of Quantities (BOQs) produced by Others. Coordinates with multiple internal departments, Consultants and Contractors. Assists in preparation of the monthly cost reports.

Assists in preparation of the monthly cost reports.

- Review and check commercial aspects of Design Change Requests and prepare documentation for Client approvals
- Monitor Contract budgets and drafts Change Addendum documentation as required
- Review and process Payment Application and prepare recommendation
- Work closely with Delivery Teams in reviewing Design Deliverables ('Blue Sheets') which are used to track the Design and Tender Stage Deliverables for a project during Design Stages from Concept Stage until the Award of the project. Includes processing the Certificate of Completion of Design Stage Services.
- Review Design Stage Commercial Reports and monitoring Budget and Cost Estimates of the project starting from the Concept Design Stage until the project enters the Tender Stages and Contract Awarded to the Contractor.
- Review, analyse and adjust the Pre-Tender Estimates (PTE).
- Reviewing Tender Documents against the latest templates and checking project scope is covered in coordination with the PM and Design team.
- Prepare Tender Documents packs, including obtaining signed Checklists, Pre-Tender Recommendations, Compliance Statement, Construction Duration Assessment, Penalty calculations and CD copy of the Tender documents for uploading on the E-Tender system.
- Review Tender Queries received from Tenderers, monitor tender query tracker and coordinate with Others for obtaining responses and any tender amendments required
- Review of Designer’s Tender Query responses and draft Tender Circulars, prepare checklist and final pack for approval to upload on E-Tender system
- Assist in overseeing Contract Administration and drafting documentation and maintaining trackers required in adhering with procedures (including Appointment of Engineer and sub-representative, Contractor Guarantees, Collateral Warranties, Change Management, Impact Assessments, Variations, Value Engineering, Provisional Sums & Prime Cost Sums, Risk Alerts, Claims, Key Personnel, Key Stages, Penalties, KPIs, Notices, Contractor Notices of Dissatisfaction, etc.)
- Review and check compliance for Contractors’ Advance, Penultimate and Final Payments
- Review and process the Contractor's Interim Payment Application where necessary.
- Monitor and ensure Contract Bonds / Guarantees and Insurances are valid and extended or amended as required
- Implement Change Management and assessment of cost claims in accordance Procedures and Contract requirements
- Attendance at site monthly commercial meetings with the Contractors and Consultant
- Review and processing of Taking over Certificates, Completion Certificates and Maintenance Certificates
- Drafting contractual correspondence
- Drafting internal correspondence to administer the contracts in accordance with procedures
- Review and check completeness Final re-measure and prepare recommendation
- Prepare Contract Settlement forms and draft cover memo for Contract Settlement Request
- Initiating workflows, updating and maintaining change management, claims and payment data internal systems
- Reviewing and checking commercial reports prepared by Others
- Preparing commercial reports and presentations
- Mentor Staff
- Other duties as assigned.
Relationships:
- Collaboratively work with the Consultants, Contractors, Project Engineers and internal departments to resolve contract and commercial issues.
- Collaboratively work with the Commercial Team members to assist in the process of obtaining required approvals and resolve commercial delivery issues.
Minimum Requirements
- More than 14 Years Experience.
Preferred Qualifications
- BS in Civil Engineering with experience in Quantity Surveying & MRICS as preferred.
