Job Summary
AECOM is seeking a highly qualified Quality Control Specialist to lead the QA/QC and On-Site Inspection on a construction management project.
Descriptions / Responsibilities of this position include, but are not limited to:
•Perform on-site observation and inspection services for field construction activities;
•Serve as Owners Representative during construction and closeout activities;
•Provide feedback on all on-site activities and escalating issues to AECOM Project Manager and GSA Contract Officer, Project Manager/COR, (other stakeholders as authorized);
•Provide feedback on issues related to Quality Assurance and Control Measures, certification of work in place, and overall utilization and impacts;
•Provide feedback on issues related to Tenant utilization and impacts;
•Oversight to all aspects of the field construction activities and project modernizations and required ancillary work for conformance to SOW, Contract, approved Design Documents, and overlay requirements by the GSA AHJ and SME and tenant agencies.
•Under general direction, technically coordinates quality projects or major phases of significant quality projects, working with other
•Conducts or Oversees investigations and tests that are of moderate complexity or that are completed by independent third party agencies.
• Provides technical consultation to Key Stakeholders.
•Other duties as may be assigned.
•Duties performed to coincide and align with Contractor activities and events. Shifts expected, depending on construction tasks, to be a mix 40 (depending on assignment location and supporting duties: x5 days @ 8hrs; or x4 days @ 10hrs; or x4 and x5 days @ 9hrs (known as 4-5-9 or 9/80 with every over Friday off)
• Technically supervises quality projects or major phases of significant quality projects, coordinating the efforts of technical support staff in the performance of assigned project.
• Possesses and applies comprehensive knowledge to the completion of significant quality assignments.
• Provides leadership for quality assurance and quality control support on assigned program(s) and/or areas to ensure that the project is designed, procured and installed in accordance with customer and company quality requirements.
• Analyzes, evaluates and plans methods of approach, as well as organizes means to achieve solution of complex technical problems.
• Reviews project process and evaluate results.
• Evaluates Contractor capabilities to provide required quality and maintain schedule.
• Makes frequent decisions using principles and professional independent judgment.
• Conducts investigations and tests that are of considerable complexity.
Primary and secondary Location
•Primary Location: GSA Detroit Field Office (anticipated embedment with GSA in local field office for an approximate period of up to 12 months before reassignment to a secondary Construction location for a period of up to 36 months)
•Secondary Location: Location will likely be at a Land Ports of Entry located on the US-Canadian northern border (Washington /Idaho), or the US-Mexican southern border (California, Arizona, Texas); Other possible locations include Portland, Oregon; and Seattle or Tacoma, Washington.

Minimum Requirements
Bachelors’ degree in Architecture, Construction, or Engineering or other Construction related field AND 6 years of relevant experience
• Must be able to obtain HSPD12 Tier 1 Security clearance (*) - badging is mandatory for placement.
• Must be a U.S. Citizen (* HSPD-12 Tier 1 Background Security requires US Citizenship. Exceptions do allow for badging with Green Card and 2+ consecutive years in US – please note badging is done by Federal agency and AECOM has no input or control over results, so while this may be an option, it is not guaranteed – successful badging is mandatory for placement)
• Physically able, with or without an accommodation, to move throughout the job site (75% of workday) within indoor Finished occupied office space, Tenant improvement construction and full structural modernization construction (75%) and outdoor (25%) areas with weather conditions, such as heat, cold, dust, noise, moisture, vibration, concrete dust and fibers and in close proximity to heavy, overhead moving dangerous equipment and fall hazards such as open foundations and excavations, floor openings, formwork, rebar, scaffolding, use of A-frame and wall ladders and stairs (no confined area work). Work will be independent (but not isolated) 50% and involved with field team and stakeholders 50%.
• Frequent lifting, carrying and moving objects up to 25 pounds such as equipment without assistance, and up to 75 pounds with assistance as part of accessing building areas to perform duties. Manual / construction labor is not anticipated.
• Frequent bending stooping and climbing in and out of ceiling, floors and form work to perform inspection work.
• Frequent power gripping/squeezing attached ladders to reach inspection areas.
• Frequent use of portable ladders with weight capacity of 300lbs or less.
• Occasionally working adjacent to electrical circuits and equipment.
• Frequent keyboard / mouse and repetitive hand movements to document data.
• Wearing associated personal protective equipment, including but not limited to gloves, safety glasses/goggles, safety shoes/boots, hard hat, hearing protection and other CoVid-19 PPE.
Preferred Qualifications
  • Bachelor’s Degree in Engineering, Architecture or Construction Management.
  • Professional Engineering License or Architectural Registration.
  • Minimum of 7+ years of experience leading the QA/QC and on-site inspection for construction projects.
  • Prior experience leading the QA/QC and inspection for the repair/replacement of mechanical equipment and piping systems.
  • Prior experience working on GSA and/or other government construction projects.
  • Prior experience supporting the successful completion of design-build construction projects.
  • Prior experience supervising subordinates, including sub-contract personnel.
  • Prior experience assisting with the integration and coordination of design documents.
  • Prior building commissioning experience.

  • Due to the nature of this work assignment, United States Citizenship is required for US work authorization.
  • Applicants must be able to successfully pass Tier 1 Federal Adjudication for an HSPD-12 Security Credential.
