AECOM is seeking an experienced Proposal Specialist to provide marketing leadership for disaster related SF330 submittals, multivolume proposals, capability statements, and presentations primarily for US Federal and State agencies. This position can be fully remote/virtual based, or a combination of working remotely and out of any AECOM office within the United States, including (and not limited to) Austin, TX.

AECOM is seeking an experienced Proposal Specialist to provide marketing leadership for disaster related SF330 submittals, multivolume proposals, capability statements, and presentations primarily for US Federal and State agencies. This position can be fully remote/virtual based, or a combination of working remotely and out of any AECOM office within the United States, including (and not limited to) Austin, TX.
Responsibilities include, but are not limited to, the following:
- Leads large, complex, Federal pursuits from capture through to interview stage, as required, which may include multiple disciplines/geographies.
- Leads and writes proposal sections such as cover letters, executive summaries, past performance sections, management approaches, and resumes/staffing sections, while simultaneously guiding and managing content writing for other proposal sections. Provides or obtains grammatical and technical editing to ensure quality
- Participates in strategic planning that includes evaluating marketing intelligence, identifying customer concerns and key issues, and developing win strategies.
- Participates actively in Go/No-Go decisions and drives compliance with delegation of authority guidelines, capture planning and positioning activities, providing leadership and direction, where required.
- Facilitates pink and red team, quality reviews, and applies lessons learned to add value to proposals. Manage the implementation of proposal and presentation revisions based on direction from review teams. May serve as a reviewer on color reviews (pink and red) for priority pursuits, applying in-depth institutional knowledge.
- Contributes to leadership and strategic direction for proposals, and reports on pipeline, internal business development strategies, capture planning, proposal efforts, and debriefs related to assigned proposals.
- Supports debriefs and gathering of client feedback on proposals to ensure and demonstrate continuous improvements. Analyzes debriefs and applies lessons learned to add value to strategy and reviews.
- Undertakes proposal and project filing on the secure server and Salesforce. Knows where to go for all recent submittals and project descriptions. Is familiar with the top IDIQs and top IDIQ managers and project managers for their client or sector.
- Contributes to development and implementation of internal training program on topics related to core processes, tools, practices or other special topics, as needed.
- Provide conceptual leadership for document design while ensuring RFP instructions and internal brand guidelines pertaining to format, fonts, etc. are being followed
- Participate in go/no-go and greenlight analyses in compliance with delegation of authority guidelines, capture planning and positioning activities as they pertain to preparation for the proposal
- May support the communications team to provide content development for the website, brochures, and other digital media and thought leadership in collaboration with Client Account Managers or Market Sector Leaders.
- May lead special projects involving teams of BL or multiple BLs staff, as directed
Minimum Requirements
- BA/BS + 2 years of experience collaborating within a regional marketing team to lead and/or support proposal activity to assist a business line and/or special pursuit team with key client and strategic pursuits in support of strategic growth and winning work or demonstrated equivalency of experience and/or education.
- A demonstrated understanding of effective proposal and presentation writing and production.
- Due to the nature of this work, US Citizenship is required.
Preferred Qualifications
Additional Information
- Working knowledge of and interest in the A/E industry, including AECOM’s clients, projects, people, credentials, and competitors.
- APMP/SMPS certification is a plus. Evidence of successful leadership of multi-disciplinary or multi-geography proposals valued >$20 million, preferably for the Federal Government.
- Strong proposal writing and editing skills; working knowledge of grammar and style.
- A thorough understanding of effective proposal and presentation best practices and tools, including how to convey messages, themes, discriminators, and responses to evaluation criteria clearly and effectively.
- Demonstrated experience applying industry best practices and procedures to support positioning, client or business development processes.
- A strong working knowledge of desktop publishing software (e.g., Adobe Creative Suite), graphics programs (e.g., InDesign, Adobe Illustrator, Adobe Acrobat, Photoshop), word processing programs (e.g., Microsoft Word), spreadsheet management (Excel), and presentation software (e.g., PowerPoint).
- A working knowledge of collaborative tools such as Microsoft Teams, SharePoint, etc.
- An understanding of CRM. Salesforce experience is a plus.
- Excellent organizational skills.
- Initiative, skill, and personal commitment to manage multiple projects and details concurrently, follow up, and bring tasks and projects to full completion.
- Professional demeanor and excellent interpersonal skills.
- Ability to exercise discretion with confidential/ sensitive issues.

- Resourceful problem solver.
- Proposals in the disaster response and recovery market space often require fast turn around with little advance notice. Flexibility with schedule is important.
